Abstract
Since the events of August 2008, a growing number of observers regard the military action carried out by the West in Afghanistan as a dead end, much like the Iraqi quagmire. However France and Belgium, pressed by the United States, increased their numbers of troops. Is it really believed that this can make Afghanistan a « safe » country or would it rather be the case to develop a new strategy, based on three objectives: to start a political dialogue with the resistance groups; to announce and program the withdrawal of foreign troops; to increase the development aid and rebuild the infrastructures of this country, destroyed by ceaseless wars.
