The Participants desire to establish a co-operative framework to facilitate the restructuring of European defence industry. The aim of this letter of intent is to indicate the areas in which the participants intend to find common solutions to the problems identified, to define the principles, organisation and responsibilities, in order to negotiate appropriate follow-on arrangements and agreements, which could imply the amendment of national regulations where appropriate
