The European Common Position on arms exports,
a transparency instrument?

Abstract

The European Union is the first regional organization to have tried to impulse a harmonization of its Member States’ practices and transparency in the field of arms transfers. Since the adoption of the Code of Conduct which clearly states the willingness of Member States to achieve greater transparency, the relevance of reporting and information exchanges has been unquestionable. On the eve of the Revision of the European Common Position on arms exports, three years after its adoption, this paper attempts to assess achievements in terms of transparency at European level.
