Military capabilities without political capacities ?
Why PESCO should not be too inclusive

Abstract

The debate on Permanent Structured Cooperation (PESCO), an enigmatic novelty introduced by the Lisbon Treaty on the field of defense, raises fundamental questions about the nature of European integration and the way the EU is trying to assert itself as a global actor. Inspired by the lessons that Europe should learn from the Euro, this article tries to identify these questions.
